Alex Goodman af508550e6 test: pin multiplatform OCI fixture by digest (#5323) ...

Docker Hub rebuilt and re-pushed `busybox:1.38.0`, which changed the per-platform config digests and broke `TestMultiPlatformOCIImageSelection` on uncached runs.

- pin the fixture to the busybox 1.38.0 index digest so future re-pushes can't shift it
- update the expected per-platform digests to match
