Previously, if a Go binary was cataloged with build info indicating that
the go compiler version used was "deve", syft would panic on a nil
pointer dereference. Instead, skip creating a Go stdlib reference and
relationship for such a package.

(path.Join instead of filepath.Join) which resulted Go license searches
always missing on Windows. Use filepath.* functions when initializing
the Go config, and when the unindexed file resolver is being created.

* always close ELF cataloger file handles
The elf-binary-package-cataloger does its own file IO to account for the
possibility of a logical ELF package being broken across multiple
physical files. However, this casued it to skip the normal invocation
pattern in the generic cataloger code that prevented file leaks. Ensure
this cataloger always closes its file handles.

* fix: re-use embedded union reader if possible
Previously, because file.LocationReadCloser embeds a ReadCloser that
might be a UnionReader, but doesn't implement the interface itself, the
type assertion would fall and Syft would fall back to io.ReadAll to
enable seeking on the underlying reader, resulting in a potentially
large extra allocation.
Instead, check whether the passed ReadCloser is a
file.LocationReadCloser, and if so, try to use the embedded ReadCloser
as a UnionReader.

Previously, Syft would attempt to dereference pom variables, but if it
detected a cycle or failed to get back to a non-variable value, it would
return the last variable. Instead, return an empty string. Otherwise,
certain jars will have versions like "${project.version}" in the SBOM,
which is not helpful.

* Fix: repeatedly dereference pom variables
Previously, if there was more than one layer of variable indirection in
the pom property (propert A says it has the same value as property B,
property B says it has the same value as property C), then Syft would
only dereference one layer. Add a loop to dereference variables until
either dereferencing fails, or until the variable is completely
dereferenced back to a literal.

Previously, Syft represented several metadata fields as map[string]string,
however this representation erased ordering, so Syft now represents these values
as []KeyValue. Add custom unmarshaling so that JSON that was written by
older versions of Syft using the map[string]string representation can be parsed
into the new []KeyValue representation.

changes, the git diff always shows that the file is completely new.
Therefore, every time the file is re-generated, also write the schema to
a stable path, so that the actual changes to the schema are easily
visible in the git diff of the latest schema file.

* chore: stop re-exporting wfn.Attributes
Previously, Syft re-exported wfn.Attributes from the nvdtools package as
a member of the Package struct. However, Syft doesn't own this struct,
and so after Syft 1.0, might be forced to bump a semver major version
due to a breaking change in wfn.Attributes. Rather than incur this risk
going into 1.0, instead replace Syft's use of wfn.Attributes with Syft's
own cpe.CPE type. That type has some pass-through calls to
wfn.Attributes, but hides the dependency from the rest of the
application.

* chore: make cpe.CPE type a Stringer
Previously, the cpe.CPE type was an alias for wfn.Attributes from
nvdtools. Now that it is a type we control, make the String method take
the CPE as a receiver, rather than as a normal parameter, so that Syft's
cpe.CPE type implements Stringer.

reduces toil by eliminating several clicks and page loads for
